Mission

- To help Guangdong, Hong Kong and Macao to accelerate the integration and development of their logistics supply chain industry to build Greater Bay as the leading Logistics hub in Asia.

2022-2025專注以下10項重點任務
（1）促進粵港澳大灣區商貿物流一體化及一帶一路貿易便利化。支持粵港澳大灣區探索建立商貿物流一體化工作機制，提升區域內城市群、都市圈商貿物流規劃、政策、標準和管理協同水準。優化整合區域商貿物流設施佈局，加強功能銜接互補，減少和避免重複建設，提高區域物流資源集中度和商貿物流總體運行效率。
（2）提升商貿物流標準化水準。加快標準託盤（1200mm×1000mm）、標準物流周轉箱（筐）等物流載具推廣應用，應用全球統一編碼標識（GS1），拓展標準託盤、周轉箱（筐）資訊承載功能，推動託盤條碼與商品條碼、箱碼、物流單元代碼關聯銜接。
（3）推廣應用現代資訊技術。區塊鏈、數字貨幣、5G、大數據、北斗物聯網、人工智慧等現代資訊技術與商貿物流全場景融合應用，提升商貿物流全流程、全要素資源數位化水準。探索應用標準電子貨單，海空陸鐵多元運輸服務融合整合。支持傳統商貿物流設施數位化、智慧化升級改造，推廣智慧標籤、自動導引車（AGV）等建設。完善末端智能配送設施，推進自助提貨櫃等配送設施進社區。
（4）發展商貿物流新業態新模式。鼓勵批發、零售、電商、餐飲、進出口等商貿服務企業與物流企業深化合作，優化業務流程和管道管理。推廣集約化配送模式，完善即時配送、網訂店取、自助提貨等末端配送模式。
（5）提升供應鏈物流管理水準。鼓勵商貿企業、物流企業通過簽訂中長期合同、股權投資等方式建立長期合作關係，將物流服務深度嵌入供應鏈體系，提升市場需求回應能力和供應鏈協同效率。引導傳統商貿企業、物流企業拓展供應鏈一體化服務功能，向供應鏈服務企業轉型。鼓勵金融機構與商貿企業、物流企業加強資訊共用，規範發展供應鏈存貨、倉單、訂單融資。
（6）加快推進冷鏈物流發展。支援大型農產品批發市場、進出口口岸等建設改造冷凍冷藏倉儲設施，推廣應用移動冷庫、恒溫冷藏車、冷藏箱等新型冷鏈設施設備。鼓勵企業發展冷鏈物流智慧監控與追溯食品安全平臺，建立全程冷鏈配送系統。
（7）健全綠色及伊斯蘭物流體系。鼓勵使用可迴圈利用環保包材，減少物流過程中的二次包裝，推動貨物包裝和物流器具綠色化、減量化、可迴圈。大力推廣節能和清潔能源運輸工具與物流裝備，引導物流配送企業使用新能源車輛或清潔能源車輛。發展綠色倉儲，支援節能環保型倉儲設施建設。
（8）保障國際物流暢通。支持優勢企業參與國際物流基礎設施投資和國際道路運輸合作，暢通國際物流通道。推動商貿物流型境外經貿合作區建設，打造國際物流網路支點。引導和支持骨幹商貿企業、跨境電商平臺、跨境物流企業等高品質推進海外倉、海外物流中心建設，物流及關務信息平台，完善全球行銷和物流服務網路。
（9）推進跨境通關便利化。與大灣區內通關企業攜手合作，協助深入推進口岸通關一體化改革，鞏固壓縮整體通關時間成效。全面推進“兩步申報”“提前申報”等便利化措施，提高通關效率。推進經認證的經營者（AEO）國際互認合作，鼓勵符合條件的企業向註冊地海關申請成為AEO企業。
（10）培育商貿物流骨幹企業。支援和鼓勵符合條件的商貿企業、物流企業通過兼併重組、上市融資、聯盟合作等方式優化整合資源、擴大業務規模，開展技術創新和商業模式創新。

Our Federation’s 10 key tasks during 2022-2025
(1) Promote the integration of commerce and logistics in the Guangdong-Hong Kong-Macao Greater Bay Area and the trade facilitation of the Belt and Road Initiative.
Support the Guangdong-Hong Kong-Macao Greater Bay Area to explore the establishment of an integrated working mechanism for trade and logistics, and improve the level of commercial and logistics planning, policies, standards and management synergy in urban agglomerations and metropolitan areas in the region. Optimize and integrate the layout of regional commercial and logistics facilities, strengthen functional convergence and complementarity, reduce and avoid duplicate construction, and improve the concentration of regional logistics resources and the overall operational efficiency of commercial logistics.
(2) Improve the standardization level of trade logistics.
Accelerate the promotion and application of standard pallets (1200mm×1000mm), standard logistics tote boxes (baskets) and other logistics vehicles, apply Global Unified Coding Identification (GS1), expand the information bearing function of standard pallets and containers (baskets), and promote the association and connection of pallet bar codes with commodity bar codes, box codes and logistics unit codes.
(3) Promote the application of modern information technology.
Blockchain, digital currency, 5G, big data, Beidou Internet of Things, artificial intelligence and other modern information technology and trade logistics full-scenario integration and application, improve the whole process of trade and logistics, all elements of resource digitization level. Explore the application of standard electronic packing list, the integration of multiple transportation services of sea, air, land and railway. Support the digitalization and intelligent upgrading of traditional trade and logistics facilities, and promote the construction of intelligent labels and automated guided vehicles (AGVs). Improve the intelligent distribution facilities at the end, and promote distribution facilities such as self-service containers into the community.
(4) Develop new formats and models of trade logistics.
Encourage wholesale, retail, e-commerce, catering, import and export and other commercial service enterprises and logistics enterprises to deepen cooperation, optimize business processes and channel management. Promote intensive distribution models, and improve terminal delivery models such as instant delivery, online ordering store pickup, and self-service pick-up.
(5) Improve the level of supply chain logistics management.
Encourage commercial and trade enterprises and logistics enterprises to establish long-term cooperative relations through the signing of medium- and long-term contracts, equity investment, etc., deeply embed logistics services into the supply chain system, and improve market demand response capabilities and supply chain synergy efficiency. Guide traditional commercial and trade enterprises and logistics enterprises to expand the integrated service function of the supply chain and transform into a supply chain service enterprise. Encourage financial institutions to strengthen information sharing with commercial and trade enterprises and logistics enterprises, and standardize the development of supply chain inventory, warehouse receipts, and order financing.
(6) Accelerate the development of cold chain logistics.
Support the construction and transformation of refrigerated and cold storage facilities in large-scale agricultural product wholesale markets, import and export ports, etc., and promote the application of new cold chain facilities and equipment such as mobile cold storage, constant temperature refrigeration trucks, and refrigerated containers. Encourage enterprises to develop a cold chain logistics intelligent monitoring and traceability food safety platform, and establish a full cold chain distribution system.
(7) Improve the green and Islamic logistics system.
Encourage the use of recyclable environmentally friendly packaging materials, reduce secondary packaging in the logistics process, and promote the greening, reduction and recyclability of cargo packaging and logistics equipment. Vigorously promote energy-saving and clean energy transportation tools and logistics equipment, and guide logistics and distribution enterprises to use new energy vehicles or clean energy vehicles. Develop green warehousing and support the construction of energy-saving and environmentally friendly storage facilities.
(8) Ensure the smooth flow of international goods.
Support advantageous enterprises to participate in international logistics infrastructure investment and international road transport cooperation, and smooth international logistics channels. Promote the construction of overseas economic and trade cooperation zones of trade and logistics, and build an international logistics network fulcrum. Guide and support backbone commercial and trade enterprises, cross-border e-commerce platforms, cross-border logistics enterprises, etc. to promote the construction of overseas warehouses and overseas logistics centers, logistics and customs information platforms with high quality, and improve the global marketing and logistics service network.
(9) Promote the facilitation of cross-border customs clearance.
Cooperate with customs clearance enterprises in the Greater Bay Area to help further promote the reform of port customs clearance integration and consolidate the effectiveness of reducing the overall customs clearance time. Comprehensively promote facilitation measures such as “two-step declaration” and “advance declaration” to improve the efficiency of customs clearance. Promote international mutual recognition and cooperation among certified business operators (AEO), and encourage eligible enterprises to apply to the customs of the place of registration to become an AEO enterprise.
(10) Cultivate backbone enterprises of trade and logistics.
Support and encourage qualified commercial and trade enterprises and logistics enterprises to optimize the integration of resources, expand business scale, and carry out technological innovation and business model innovation through mergers and acquisitions, listing financing, alliance cooperation, etc.
